LEGISLATION BOB FILED FOR THE 2009-2010 SESSION

House Bill 1043, An Act reforming labor rates paid by insurance companies to auto repairers in the Commonwealth

  • Bill creates a commission to establish a fair hourly compensation rate for auto collision shops and designate these shops to an A, B, or C rating through a system determined by service quality.

  House Bill 2163, An Act to ensure quality, affordability, and access to primary and preventative health care, to eliminate health disparities, and to enhance economic growth throughout the Commonwealth

  • Bill establishes the State Health Services Corps which will unite community health centers and other health care professionals to strengthen comprehensive team-based care at community health centers and overcome geographic, financial, cultural, and language barriers affecting the medically underserved.
  • Bill establishes the Office of State Health Policy responsible for primary care development, and would serve as the primary care office for Massachusetts.

  House Bill 508, An Act requiring notification by schools to parents
or guardians of vicitmized students

  • Schools would be required to notify parents when a felony is committed on school grounds.

  House Bill 1738, An Act relative to the parent education program

  • Bill requires divorced parents with children who are minors to complete an approved parent education program within 30 days of filing for divorce.

  House Bill 185, An Act providing for the public disclosure of quality indicators for the developmentally disabled

  • Bill would establish a series of quality indicators for residential facilities operated by the Department of Mental Retardation for use by parents and consumers of services.

  House Bill 1739, An Act relative to prohibiting video voyeurism

  • Bill increases the penalties for videotaping another person in an intimate manner without their permission.
  • Bill will also strengthen definition of videotaping a nude person.

  House Bill 1244, An Act relative to employer assisted housing

  • Bill would establish a state subsidized program to alleviate the housing shortage.

House Bill 1042, An Act relative to affordable health insurance

  • Bill would allow for the introduction of mandate-lite products to provide individuals and employers with a wider range of coverage options to best meet their health care needs.

House Bill 2008, An Act to protect the public from condemned, vicious dogs

  • Bill would shift the burden of cost for the housing of condemned, vicious dogs from municipalities to dog owners during the appeals process following an order of destruction.

House Bill 2954, An Act imposing a moratorium on mandated benefits

  • Bill would impose a moratorium on new mandated benefits until the time when the Consumer Price Index for medical services does not increase for two consecutive years.
House Bill 1104, An Act improving access to coverage for Medicaid beneficiaries
  • Bill would require all Medicaid recipients be enrolled into one of the four Medicaid Managed Care Organizations (Medicaid MCOs).

House Bill 1105, An Act relative to administrative simplification for Mass Health

  • Bill would allow Medicaid MCOs that have been accredited by the National Committee for Quality Assurance (NCQA) to be deemed compliant by the office of Medicaid for all standards within the categories for which it has been surveyed and determined to meet all standards.
House Bill 2910, An Act establishing a tax exemption for contributions to college savings plans
  • Bill would allow certain income tax exemptions for contributors of 529 college savings plans.

House Bill 3400, An Act relative to veteran-owned small business

  • Bill would establish a state-wide goal of three percent of all state contracts to be awarded to veteran-owned small businesses.

H House Bill 3043, An Act relative to the health and safety on public construction projects

  • Bill would require the employee's certification for the United States Occupational Safety and Health Administration (OSHA) 10 hour safety program to be renewed once every 5 years.
  • Current law requires each employee who is hired to work on a public construction project to have successfully completed a course in construction safety and health approved by the OSHA but does not require a renewal or updated certification.

House Bill 2911, An Act relative to Gateway Cities

  • Bill will define a Gateway City, allow designated Gateway Cities to receive a tax credit of up to 25% under the provisions included in the Economic Development Incentive Program, and allow those credits to be transferable.

House Bill 4041, An Act relative to the town of Paxton

  • Bill allows the town of Paxton to incur debt for a new public safety complex.
House Bill 1039, An Act relative to the delivery of loss information to an insured from commercial insurers
  • Commercial insurers would be required to provide loss information during the period of time coverage has been provided. Applicable policies are those that have been cancelled, not renewed, or renewed and received a significant increase in premium or change in coverage.
House Bill 1040, An Act relative to auto insurance reinspection requirements
  • Bill allows for the Commissioner to establish requirements for re-inspection of completed damage repairs.
House Bill 1041, An Act providing additional consumer protections in the repair of damaged motor vehicles
  • Insurer or repairer whom is writing the estimate to repair a vehicle with exterior damage must clearly distinguish between original manufactured parts and generic crash parts and also crash parts.

  • The Reinvestment Tax Credit Program will stimulate the economies of designated Gateway Cities by offering corporate tax credits and property tax benefits to eligible companies
AAn act relative to the investment powers of the Massachusetts Credit Union Share Insurance Corporation (Pending review)
  • Repeals limitations imposed on investments not in excess of the federal deposit insurance limit in a deposit of a banking corporation.
